The city, the author says, is actually an independent political entity that should be neutral. He also justifies the building of the Berlin Wall, which he calls a "protective measure." Text entirely in French.
This pamphlet is rare. OCLC shows only two institutional holdings, at the Universities of Basel and Geneva. None in commerce. RARE.
